Gen 48:15   Then he blessed Yosef: "The God in whose presence my fathers Avraham and Yitz'chak lived, the God who has been my own shepherd all my life long to this day,

Eze 34:12   Just as a shepherd looks after his flock when he finds himself among his scattered sheep, so I will look after my sheep. I will rescue them from all the places where they were scattered when it was cloudy and dark.

So I took the thirty silver [ shekels ] and threw them into the treasury in the house of Adonai.

Zec 11:15   Adonai said to me, "This time, take the equipment of a worthless shepherd. For I am going to raise up a shepherd in the land who won't bother about the ones who have been destroyed, won't seek out the young, won't heal the broken and won't feed those standing still; on the contrary, he will eat the meat of the fat ones and break their hoofs in pieces. "Woe to the worthless shepherd who abandons the sheep! May a sword strike his arm and his right eye. May his arm be completely withered and his right eye totally blinded."

Zec 13:7   "Awake, sword, against my shepherd, against the man who is close to me," says Adonai-Tzva'ot. "Strike the shepherd, and the sheep will be scattered; I will turn my hand against the young ones.

Mat 9:36   When he saw the crowds, he had compassion on them because they were harried and helpless, like sheep without a shepherd.

Joh 10:11   "I am the good shepherd. The good shepherd lays down his life for the sheep.

Joh 10:12   The hired hand, since he isn't a shepherd and the sheep aren't his own, sees the wolf coming, abandons the sheep and runs away. Then the wolf drags them off and scatters them.

Act 20:28   "Watch out for yourselves, and for all the flock in which the Ruach HaKodesh has placed you as leaders, to shepherd God's Messianic community, which he won for himself at the cost of his own Son's blood.

1Pe 2:25   For you used to be like sheep gone astray, but now you have turned to the Shepherd, who watches over you.

1Pe 5:2   shepherd the flock of God that is in your care, exercising oversight not out of constraint, but willingly, as God wants; and not out of a desire for dishonest gain, but with enthusiasm;

Rev 7:17   "For the Lamb at the center of the throne will shepherd them, will lead them to springs of living water, and God will wipe every tear from their eyes."

If you follow this thread through scripture, you will notice how the references start with God being the shepherd of His people and then moves to the people charged to shepherd God's people. Then we see God's condemnation of those entrusted to be shepherds but failing in their task.

Finally, we see the Good Shepherd - Yeshua the Messiah, and it is obvious that this title distinguishes him from the leaders of Israel and their transgressions. Jesus was not condemning the Judges and Prophets who came before him, but the corrupt leaders against whom the prophets spoke.
